WASHINGTON – Sen. Chuck Grassley (R-Iowa) today applauded Senate passage of the annual National Defense Authorization Act (NDAA) to support our military and fund critical national security priorities. The legislation, which includes several Grassley-backed provisions, now heads to the president’s desk to be signed into law.
“National security is the number one responsibility of the federal government,” Grassley said. “From investing in Iowa’s military installations, to ensuring U.S. dominance on the world stage, this bill prioritizes our country’s ability to keep Americans safe.”

Grassley secured the following priorities in the FY25 NDAA:
- The Grassley-led Destruction Initiative for Stored Precursors Overseas and Safe Enforcement (DISPOSE) Act to boost precursor chemical destruction efforts and prevent illicit opioid manufacturing.
- The Grassley-led Administrative False Claims Act to strengthen efforts to target smaller, and potentially more frequent, instances of fraud against the government.
- The Grassley-backed Law Enforcement and Victim Support Act to protect victims and empower law enforcements’ prosecution of child abusers.
- A provision to require the DOD identify parts for reverse engineering, which will save taxpayer dollars, boost competition in the defense industrial base and benefit small businesses around the country.
Additional NDAA highlights include:
- Authorization of federal funds to support Iowa’s military installations through:
- Construction of a new field maintenance shop for the Sioux City Armory;
- Support for the Rock Island Arsenal’s Energy Resilience and Conservation Investment Program project to provide secure, self-sufficient energy.
- A 4.5 percent pay raise for all service members, 14.5 percent pay raise for junior enlisted members and a 2 percent pay raise for civilian employees.
- Full funding for joint U.S.-Israel cooperative missile defense programs, including the Iron Dome, David’s Sling and Arrow. Grassley is a firm supporter of Israel’s right to self-defense.
- A provision prohibiting universities with Chinese Communist Party-ties from receiving DOD funding. Grassley this Congress introduced similar legislation to ban federal funding for universities hosting CCP-backed Confucius Institutes.
